“What is fairness, anyway?” In: Planning, October 2006, vol.72, no.9, p.[12]-18. The article focuses on the APA debate conversation between Michael Berger, a partner in the law firm of Manatt, Phelps & Phillips, and Jerold. Berger believes that city planners need to allow a certain amount of regulation, but not so much to stultify landowners. Kayden stated that such planners' job is to do good planning. These planners should justify and redeem themselves to build a good relationship with property owners.
