Andrew C. Lemer works primarily with top management of state departments of transportation and the American Association of State Highway and Transportation Officials, managing research and development activities on matters of transportation system management, policy, and organizational effectiveness. He is also engaged in efforts to advance thinking about urban settlement and long-term sustainability through the National Academies, the American Public Works Association, and other venues. His writing and consulting practice is focused on infrastructure asset management in context of urban and regional development.
