PUBLICATIONS

The Center for Urban Development Studies, formerly the Unit for Housing and Urbanization, has established a network of regionally recognized experts and internationally experienced professionals who participate in action research activities as well as technical assistance teams. Copies of working papers and published reports on ongoing and recently completed projects can be obtained from the Center.   • Conversion of Decommissioned Military Facilities to Civilian Use (USA, 1996)

  • This report presents case studies of the strategies used by state and local government in addressing the closure of the Charlestown Navy Yard, Boston, Massachusetts; Ft. Devens, Massachusetts; Griffiss Air Force Base, Rome, New York; and the Charleston Naval Complex, North Charleston, South Carolina. It evaluates local responses to closure and provides an insight into typical issues that communities face with a base closure or realignment. The study identifies some problems in the current base closure process, and offers recommendations about their resolution. 
     
  • Community Based Development: Experiences Across Cities(1995)

  • The Center, sponsored in part by the USAID Office of Environment and Urban Programs, developed a series of case studies on cross-cutting community-based development issues. The case studies, published by USAID as part of their Working Paper Series, were presented at the 1994 Forum on Enabling Sustainable Community Development -- Second World Bank Conference on Environmentally Sustainable Development. 
     
  • Urban Strategies for Economic Development(1995)

  • The Center presented this working paper at a PECDAR, PHC, IDRC, EDI sponsored conference on Urban and Rural Reconstruction of Palestine: Issues, Options, Policies, and Strategies. 
     
  • Sustainable Improvement Strategies for Lower-Income Communities(Amman and Aqaba, Jordan; 1993)

  • The Center worked jointly with the Housing and Urban Development Corporation to assess the development of standards and field test a community planning process, sustainable development strategies, and more effective central/local government linkages. The Center also completed an assessment of Amman community upgrading projects on gender, children, and youth as well as a report on the integration of NGOs into municipal development, housing, and service delivery. 
     
  • Rehabilitation Strategies for Privatized Housing Estates(Cairo, Egypt; 1993)

  • The Center conducted a study and field tests of rehabilitation strategies based on public/private partnerships between local government and community based organizations. 
     
  • The Use of Land and Infrastructure in the Self Improvement Strategies of Urban Lower Income Families (14th Commission on Human Settlements and Shelter Forum, Nairobi; 1993)

  • Sponsored in part by USAID Office of Housing and Urban Programs and the Family and Development Program, the Center developed a paper and slide presentation based on field research conducted by the Unit's staff members to document how lower income families use access to land, infrastructure, credit, and housing to pursue economic betterment strategies through self-reliance. 
     
  • Housing and Health in Lower-Income Communities (Karachi, Pakistan; 1992)

  • The Center collaborated with the Community Health Sciences Department of the Aga Khan University to study the linkages between health and housing in a Katchi Abadi in Karachi. 
     
  • Regeneration Strategies for Historic Districts (Tunis, Tunisia; 1992)

  • The Center collaborated with the conservation association (ASM) and the municipality in assessing the impacts of infrastructure upgrading funded by The World Bank and the municipality's land management strategy in fostering private investment in the rehabilitation of the Medina. 
     
  • Financing Infrastructure Upgrading Programs (Washington, D.C.; 1991)

  • The Center prepared a review of financing schemes and cost recovery mechanisms in upgrading projects presented at a roundtable on urban infrastructure financing sponsored by U.S. Agency for International Development, Office for Housing and Urban Programs. 
     
  • Regularizing the Informal Land Development Process(Washington, D.C.; 1990)

  • This report served as a background paper sponsored by the USAID Office of Housing and Urban Programs. It draws on field research conducted by Unit staff members to give an overview of land policy and equalization processes in Asia, Latin America, and Africa, including case studies. 
     
  • Geographic Information Systems: The Spatial Dimension of Urban Information Management (Sofia, Bulgaria; 1989)

  • The Center presented a background paper on the use of Geographic Information Systems in urban management for a UNDP sponsored conference on the management of urban services.
