CASE STUDIES

The costing model that GSD is developing will estimate the cost to operate each public housing property as if it were assisted housing (see Data Analysis section for further discussion). GSD will also conduct case studies of Local Housing Authorities is to determine any adjustment in the model-predicted cost as a result of such factors as differences in the regulatory or operating environment of public housing.

GSD's earlier research suggests that the regulations governing public housing are similar (but not identical) to those governing FHA assisted housing and that the cost of those differences can be reasonably estimated. Consequently, one of the primary purposes of the case studies is to estimate these costs and whether such costs differ for agencies of different sizes. Appendix D of the Draft Research Design gives a detailed review of the differences in regulations between public and assisted housing which we will be examining.

In August 2001, GSD began conducting pilot case studies of Local Housing Authorities. The purpose of these studies is to collect information and develop the protocols for the case studies that will be conducted throughout the fall of 2001.
