- Eliminated central warehousing functions and instituted decentralized purchasing systems.
- Instituted award-winning preventive maintenance program.
- Established nation's finest project-based budgeting system.
- Acquired 526 units of mixed-income housing under HUD and RTC disposition programs.
- Chaired HUD's Financial Management Study Group under the Public Housing Statutory and Regulatory Review Program.
1990-1992 Deputy Director. Dade County HUD.
Responsible for day-to-day operations of all divisions of the agency. Successful in removing the agency from USHUD's list of "Troubled PHAs"; in restoring employee pride and morale; in improving the quality of work; in establishing new operating and financial management systems; and in developing strong resident-management relations.

Responsible for providing overall policy support to the chairman; for serving as liaison to the various departments to assure continuity with agency goals; for developing a strategic focus for long-term planning; for conferring with private and public leaders for support of agency initiatives; and for monitoring the operational performance of agency's departments.
1988 Project Director. Carras Associates, Boston, MA.
Carras Associates is a housing finance consulting firm that works with community-based organizations, financial institutions, and governmental agencies in designing and developing community development partnership programs. Directed a state-funded task force to increase the level of private financial institution involvement in affordable housing in five Massachusetts communities.
1985-1986 Legislative Assistant. Council of Large Public Housing Authorities. Washington, D.C.
CLPHA is an advocacy organization established to preserve and promote public and assisted housing. Its members represent more than half of the nation's 1.4 million public housing units. Prepared position papers, research reports, news articles, and regulatory comments. Coordinated special study groups with industry leaders on such issues as public housing modernization programs, Section 8 fair market rents and administrative fee schedules, comprehensive occupancy plans, and management performance standards for public housing.
1981-1985 Training Specialist/Director of Certification. National Center for Housing Management. Washington, D.C. NCHM is a non-profit training and technical assistance organization created by executive order of the President in 1972 to upgrade the management of public and federally-assisted housing. Designed programs, trained trainers, coordinated program delivery, and evaluated programs. Researched, wrote, and updated training handbooks, exercises, and trainer guides. Administered NCHM's HUD-accredited Housing Manager's Certification Program. Provided technical assistance to housing authorities, non-profit housing development organizations, and management agents.
