FOCUS GROUPS

Complementing the fieldwork, the GSD conducted focus group sessions with industry experts from public housing authorities (large and small), private housing organizations, housing finance agencies and resident advocacy groups. The purpose was to obtain input into comparative costs and management practices, as discussed in detail in the Work Plan (page 22) and Progress Report (page 25).

Several central questions were addressed during the focus groups, including budgeting, comparative costs with reference to the FHA database, similarities and differences between public and private cost and operations, public housing costs, the cost impact of housing authority size, security issues, non-routine expenses, resident programs, regulations and public transaction. Additionally, discussion was sought regarding management, project based accounting, asset management versus property management, distressed housing, and transition systems for funding.
