On May 12, 2000, Harvard University's Graduate School of Design entered into a Cooperative Agreement with the United States Department of Housing & Urban Development to conduct a nationwide study to determine the appropriate cost of operating well-run public housing. The Management and Work Plan, issued May 16, 2000 and the Progress Report and Revised Work Plan issued September 25, 2000 contain details of the study to date. The Discussion of Research Issues and Initial Recommendations for Review issued in early April 2001 served as the central discussion point for a series of regional meetings held throughout the country that month, designed to elicit feedback on the proposed research design. The Draft Research Design issued on July 9, 2001, responds to feedback received and outlines further details proposed for the research design.
