UTILITY SUB-SAMPLE
Goals of the Utility sub-sample are outlined in the Progress
Report (page 27). An RFP
for Utility Contractor was issued on November 7, 2000
with responses due on November 29, 2000. The RFP was listed
on the CBDNet for five consecutive days, listing electronically
for 15 days, and further advertisement was gained with industry
organizations.
The Harvard Graduate School of Design, Public Housing Operating
Cost Study has awarded a contract to Systems Engineering and
Management Corporation of Knoxville TN, to evaluate the feasibility
of establishing private market norms for utility consumption
and costs as a means of calculating a public housing authority's
(PHA's) subsidy. Systems Corp. was selected from a field
of eight firms who responded to the GSD's solicitation
for this work.
The work under this study will include review of existing literature,
collection of cost and consumption data from site visits to
PHA's as well as from existing database sources, and analyses
and recommendations to the cost study. Planned completion is
in early summer of 2001.
